SYDNEY, Dec 9 AAP - A battle could be on the horizon between the big banks and the federal
government, the main editorial in the Herald Sun says.
The big four banks held off passing on an interest rate cut to consumers this week
after the RBA lowered its rates.
The main editorial says the banks are increasingly deciding to not pass on lower rates
- or are passing on a smaller percentage.
Any concerted action by the banks in this way, the editorial states, will encourage
the federal government to pass on a super tax that will drain the big four's deep pockets.
"This is already being discussed by a working group, but poses dangers for the government
as well as the banks and investors," the editorial says.
"How the tax is applied is likely to prove a minefield," it said.
"But any new financial regulations based on the enormous superannuation and shareholder
wealth the banks hold pose serious concerns.
"Shareholders as well as bank customers could be hurt."
The Sydney Morning Herald's editorial also focuses on the recent cut in official interest
rates. The paper says the big banks are finally moving. ANZ was the first to pass on the
Reserve Bank's 0.25 percentage point interest rate cut. The others have followed. No wonder
Wayne Swan has sounded increasingly shrill this week.
The Reserve is shifting its cash rate down, responding to worldwide jitters as the
euro zone countries struggle to solve their budgetary problems. It should be good news
for consumers - more dollars in mortgage-belt pockets to spend over Christmas and all
that.
But the paper says the Treasurer is starting to get hoarse as he bellows at Australia's
small herd of banks to get them moving in the right direction. Many consumers will agree
with his message.
What would help here is a little more openness and transparency from the banks. They
rarely explain their position in detail, relying on Delphic references to overseas borrowing
conditions to explain their otherwise inscrutable interest rate decisions. What are these
overseas borrowing conditions and how much more are they paying for the funds they lend?
Bank bashing - whether by politicians or the public - is fairly pointless because banks
make their decisions based on their circumstances. But it is the sort of thing the powerless
and those kept in the dark tend to do.
So far as we are aware, no biologist has ever dissected and properly analysed a Grinch,
says The Daily Telegraph in its editorial.
It would be a fascinating exercise, because these creatures possess a range of genuinely
unusual abilities.
Some of these abilities were hidden until yesterday, when it was revealed that Grinches
can undergo a process of metamorphosis whereby they magically convert into cuddly Santas.
Such was the transformation completed by ANZ and the National Australia Bank, two definite
Grinches who decided - after three days of consideration - to pass on the full 25 basis
point Reserve Bank interest rate cut to their no-doubt grateful customers.
Following these steps by firstly the ANZ and then only hours later by the NAB, Australia
was a two-Grinch town. Then, very late in the day, the Commonwealth Bank and Westpac joined
in. Santafication is very contagious.
The paper says the banks have given up a minor negative for the greater positive of
enhanced public goodwill.
Also, the banks can be assured that their decision is the correct one from a coldly
financial point of view. They will retain business, and most likely increase it. The decision
boosts consumer confidence just as we launch into one of the most intense trading periods
of the entire year.
Now it's time to spend.
Victoria's shortcomings in emergency management must be fixed before the next disaster,
says the main editorial in The Age on Friday.
The state government is now sitting on several major reports and reviews into disaster
management and recovery since the 2009 Black Saturday fires, which killed 173 people.
The latest review, conducted by former police chief Neil Comrie, was released this
week and made 93 recommendations into the handling of last year's devastating floods.
But the government must act now to prevent these reviews and reports from going to
waste, the editorial says.
"While the government naturally wishes to protect its budget, and agency fiefdoms may
present obstacles, the human and financial costs of the fires and floods offer irresistible
arguments for sweeping changes to protect Victorians from the next disaster," the editorial
says.
The Courier Mail says Queensland Premier Anna Bligh and her ministers will no doubt
have received the latest Somerville report into the state's electricity distribution system
with a collective sigh of great relief.
Here at last was some good news on the power price front. Daryl Somerville, whose 2004
landmark report into the state's shaky electricity network sparked a $12 billion investment
program that sent electricity bills soaring, has now declared it is time to slash spending
and concentrate on being efficient.
State-owned Energex and Ergon have already quickly identified a potential $1.5 billion
in savings under the more relaxed regulatory regime proposed by Mr Somerville.
The electricity distribution companies could be vastly more efficient with the way
they spend our money. Back in 2004 the Government needed to take drastic action to restore
stability to a network that had been badly neglected and for years treated as a hollow
log by government.
It accepted Somerville's recommendations for rigid rules requiring Energex and Ergon
to duplicate infrastructure to ensure a reliable supply. But once a satisfactory level
of stability was reached, the Government should have quickly made efficient spending the
priority instead of having to be spurred into action by political pain and a looming state
election.

BRISBANE, Dec 14 AAP - Five months after its test well near Kingaroy was closed, Cougar
Energy is hopeful new water tests will speed its re-opening.
The Queensland government suspended Cougar Energy's pilot underground coal gasification
(UCG) project in mid-July after underground water at the site and a neighbouring property
was found to be contaminated with benzene and toluene.
Cougar on Tuesday said new results showed a single test indicated a level of 1 part
per billion of benzene.
"No benzene or toluene was detected in any other monitoring bores," the company said
in a statement.
"It is important to note that this finding does not present any danger to local landholder
water supplies and does not exceed the Australian Drinking Water Guideline," the company
said.
"Cougar Energy continues to co-operate and work with the Queensland government and
DERM (Department of Environment and Resource Management) to enable the re-commencement
of the Kingaroy trial project at the earliest possible time."
In a statement to the ASX on Monday, Cougar said it had submitted the final six environmental
reports required by the government last Friday.
It said the reports were the culmination of extensive work over the past four months
and water testing since November from new monitoring bores close to the pilot plant had
shown no sign of the chemicals.
The Queensland Department of Environment and Resource Management will advise by 17
January 2011 whether it will accept the company's environmental reports.

A national poll has found three out of four people support increasing federal government
spending on nature conservation.
Auspoll conducted a poll of more than two thousand voters for the Australian Conservation
Foundation and WWF and found 88 per cent are concerned neither Labor nor the coalition
has a well-funded national conservation plan.
WWF's Dr GILLY LLEWELLYN says the lack of vision on the environment has disappointed voters.
She says with two weeks left in the election campaign there's still a huge opportunity
for Australia's parties to show leadership on environmental issues.

SYDNEY, Dec 25 AAP - A Sydney family watched in horror as their home burnt to the ground
on Christmas Day, leaving them with nothing but the clothes on their backs.
The Lamrock Avenue home in Glossodia, in Sydney's outer northwest, was completely gutted
by 1.30pm (AEDT) on Friday, despite an hour-long firefighting effort to contain the blaze,
the NSW Rural Fire Service (RFS) said.
It's believed the family was alerted to the fire by a friend who rang to say the house
was up in flames.
"The owners weren't home at the time, but they did arrive when fire crews were there
- they came home to find firefighters in their front yard," RFS spokesman Anthony Clark
told AAP.
"You don't want to lose your home, but especially not on Christmas Day ... it was totally
destroyed."
A family member told the Seven Network they believed the fire had been lit deliberately,
and a pile of burnt paper was found in the room where the fire started, according to the
report.
But police said it was unclear if the fire was suspicious, and the only person of interest
had been ruled out.
"We don't know if it was deliberately lit or started by an electrical fault," Acting
Inspector Cole Williams told AAP.
"Due to the house being destroyed and the rain, there is no way of determining the
cause ... there is no evidence."
The NSW Fire Brigade and police are investigating.

Police say there's no connection between the shooting death of a man at Burleigh Heads
this morning and other recent shootings on the Gold Coast.
A 35-year-old man was shot dead and his 26-year-old companion slightly injured on the
footpath outside McDonald's at Burleigh Heads on the Gold Coast Highway just before 6
am.
Both victims were known to police .. who say it wasn't a random attack.
Earlier this week a man was shot outside a convenience store in Coomera .. and last
month a man was shot at a boat ramp at Runaway Bay.

T-Mobile is planning an aggressive push deep into homes with a variety of communications devices that will use Google's new Android operating software that already runs one of its cellphones.
T-Mobile plans to sell a home phone early next year, and soon after, a tablet computer, both running Android, according to confidential documents obtained from one of the company's partners. The phone will plug into a docking station and come with another device that handles data synchronization as it recharges the phone's battery.
A T-Mobile spokesman, Peter Dobrow, declined to discuss the specifics of any future products but confirmed that T-Mobile had plans for several devices based on Android.
Last August, T-Mobile, the fourth-largest U.S. wireless carrier after AT&T, Verizon and Sprint, was the first carrier to sell a mobile phone, the G1, based on the Android software, an operating system that handles the basic functions for mobile devices.
Google maintains some control over Android, even though the software is open source, meaning other companies can alter it to suit their needs. But so far, only the T-Mobile phone, made by the Taiwanese manufacturer HTC, uses the software.
Android competes with operating systems made by Apple, Microsoft, Nokia and others. The vision for the operating system, however, has stretched to cover a wide range of mobile devices, including computers.
T-Mobile's use of Android to advance its ambitions also shows just how blurry the line has become between phones and computers. Its tablet-size phone device resembles a small laptop without a keyboard and has a seven-inch, or 17 centimeter, touch screen. It would handle basic computing jobs like checking the weather or managing data across a variety of devices in the home.
"All of the carriers are going to be supporting these mobile Internet devices that range from laptops to smartphones," said Greg Sterling, an analyst with Opus Research, which monitors the mobile industry.
It started slowly, but Android has attracted more interest among mobile phone manufacturers and carriers. For example, Samsung committed last week to ship Android-based phones this year, with T- Mobile and Sprint likely to offer the devices in the United States.
In addition, Motorola is expected to sell a phone running Android by October, according to industry analysts. HTC has also said it planned to make other Google phones.
Smaller companies have seized on Android as well. For example, a start-up called Touch Revolution, based in San Francisco, uses the software to run a desk phone with a seven-inch screen. The device handles calls, voicemail and e-mail through its wireless access.
The chief executive of Touch Revolution, Mark Hamblin, worked on creating Apple's touch-screen technology for the iPhone. He said that home phones with advanced software could offer people functions that go beyond those of today's mobiles.
For example, the company's phones will have many of the functions of computers. Some will have larger screens, which makes them handy for displaying recipes and a family calendar. "If you put this in a convenient location in the house, it will get a lot of use," Mr. Hamblin said.
Verizon, with its new Hub phone, and AT&T, with its HomeManager, sell similar products that merge the delivery of information and phone calls on a computerlike appliance.
"This is their attempt to keep people interested in landline services," Mr. Sterling, the analyst, said.

Tas: Woman dies in farm motorcycle crash
HOBART, Dec 1 AAP - A woman died when her motorcycle and a milk tanker truck collided
head-on on a farm in Tasmania's north-west.
Police are trying to determine how the motorcycle and Volvo prime mover collided on
the farm, at Brittons Swamp, about 20km west of Smithton, shortly before 8.30am (AEDT)
on Monday.
The B-double tanker truck was on the property to collect milk.
The rider, a 30-year-old Brittons Swamp woman, was not wearing a helmet. She died at the scene.
The truck driver, a 54-year-old man from nearby Lileah, was not injured.
Burnie accident investigation unit's Constable Colin Willcox urged riders on private
property to take care.
"People riding motorcycles and all-terrain vehicles should not become complacent and
always wear an approved helmet, regardless of whether they are riding on private property,"
he said.

SYDNEY, April 28 AAP - Lance Corporal Jason Marks gave his life for Australia in the
cause of freedom against terrorism, Opposition Leader Brendan Nelson says.
Lance Corporal Marks, 27, was killed and four other Australians were injured in a firefight
with the Taliban in the Oruzgan province of Afghanistan yesterday.
"In our uniform, under our flag and in our name, Lance Corporal Jason Marks gave his
life for Australia and the cause of freedom against terrorism," Dr Nelson, a defence minister
in the Howard government, told reporters today.
"My sympathies obviously go to his family and also to the four Australian soldiers
wounded in this battle and their families who must be very concerned about them.
"All Australians need to remember that 88 Australians were murdered in October 2002
(in Bali) by three men who trained in Afghanistan with the Taliban.
"Our generation is engaged in the struggle against resurgent totalitarianism in the
form of Islamic extremism and the kind of world, the kind of Australia that our children
are going to live in will be determined by whether we are able to prevail in Afghanistan."
Dr Nelson said the fight against terrorism was a "generational struggle" which would
go on for years.
"Our generation will be battling terrorism and extremism for the forseeable future," he said.
"Afghanistan is at the heart of this battle.
"It will be some years that Australia, I think, will continue to be in Afghanistan."

CANBERRA, Dec 24 AAP - A drug maker is being sued in the United States over allegations
it misled doctors into over-prescribing an anti-cholesterol medication, which is also
widely used in Australia.
Lipitor, made by Pfizer, is Australia's most prescribed statin, a class of drugs used
to reduce blood cholesterol levels.
In Australia, it is taxpayer-subsidised through the Pharmaceutical Benefits Scheme.
But in the US a former senior employee is suing the drug company over allegations it
used misleading education programs for doctors to boost sales, the Wall Street Journal
reports.
Jesse Polansky claims he was fired from his job as Pfizer's director of outcomes management
strategies after complaining about "improper" marketing practices. He is seeking compensation.
There is no suggestion the allegations extend to Australia.
In the US, drug companies are only allowed to market drugs for uses approved by the
Food and Drug Administration, but independent educational programs can discuss the possible
other uses of medicines.
The lawsuit claims Pfizer's marketing strategy included giving "unrestricted educational
grants" to other companies, which would run the so-called misleading campaigns.
This "led thousands of physicians to prescribe Lipitor for millions of patients who
did not need medication", the lawsuit claims.
But the drug company, which was served with the US lawsuit on December 19, said the
case "has no merit".
"We believe that our sales and marketing practices are solely based on our prescription
information as approved by the US FDA," Pfizer told the Wall Street Journal.

On May 4, The Sydney Dance Company announced Ms Liedtke, 30, would begin as artistic
director on October 2, taking over from Graeme Murphy, who has held the role since 1976.
"We heard about the death about 10.45 this morning," the company's spokeswoman Carli
Ratcliff said.
"Our deepest sympathy goes to her partner and her family.
"We're in deep shock."
The German-born, Australian-based freelance choreographer won the influential position
after a world-wide search.
At the time, Sydney Dance Company chair Tom Dery said Ms Liedtke had an original choreographic
voice, a clearly defined creative spirit and the energy and commitment to take the company
into the future.
Born in Stuttgart, Ms Liedtke began her dance and theatre studies in Madrid, and later
graduated from the Ballet Rambert School before taking up residence in Sydney in 1996.
She was a member of the Australian Dance Theatre for four years, touring Australia,
Asia, the UK and North America.
She joined Lloyd Newsons DV8 Physical Theatre in 2003, dancing throughout Europe.
In tandem with her career as a performer, Ms Liedtke was an award-winning choreographer,
winning the Dance Australia Critics Choice for most promising choreography in 1999 and
2000.

Fed: Risk of rate rise grows as consumers go on shopping spree
CANBERRA, April 2 AAP - The chance of another interest rate gained ground today after
two sets of government data showed last year's rate rises have done little to restrain
consumer activity in the economy, and risks refuelling inflation pressures.
Australian Bureau of Statistics (ABS) data shows retail trade rose by a seasonally
adjusted 0.9 per cent in February to $18.795 billion from an upwardly revised $18.624
billion in January.
Economists had expected retail trade to rise 0.4 per cent.
At the same time, the ABS said building approvals surged by 10.6 per cent in February
when economists had expected a 1.0 per cent increase.
The Reserve Bank of Australia (RBA) holds its monthly board meeting tomorrow.
Before the data only a minority of economists expected the central bank would raise
rates as early as this week given the surprising strength of the economy since the start
of the year.
Others, however, while seeing a high risk of another interest rate this year, expect
the RBA will want to see the first quarter consumer price index later this month before
making a decision.
Still, the TD Securities-Melbourne Institute monthly inflation gauge released earlier
today showed consumer prices rose 0.5 per cent in March, to be 3.5 per cent higher than
a year earlier and compared with the RBA's 2-3 per cent inflation target.

A teenager's suffered head and spinal injuries after falling from the back of a utility
in central western New South Wales.
The incident happened on a property near Parkes late this afternoon Rescue officials
say the 13-year-old boy was stabilised at the scene before being flown to Orange Base
Hospital in a serious condition.
Earlier .. an 18-year-old man was flown from Grenfell .. also to Orange Base Hospital
.. after a piece of metal flew from a car engine and penetrated his eye.
The man had been working on the engine of the car when the accident happened.
He was treated at the scene before being flown to the hospital.

A 12-year-old boy's been charged with arson after allegedly starting two fires in Adelaide
yesterday.
Police say the boy started a small grass fire at a northern Adelaide park .. and then
another at a nearby house which was under construction .. causing about three thousand
dollars damage.
The boy .. from Clearview in Adelaide's north .. has been granted bail and will appear
at the Adelaide Youth Court on January 17.

Fed: Budget surplus to be $6.2 billion: Treasury=3
Treasury revised up expected household consumption to 4.5 per cent from May's 4.25 per cent.
Private investment for dwellings is not expected to show any growth, up from a minus
three per cent forecast made in the May Budget.
Non-farm product GDP is expected to grow at three per cent, while farm product GDP
is tipped to slip two per cent.
The terms of trade are expected to improve 7.25 per cent.
The better surplus has been driven by strong direct taxation, as well as an increase
in indirect tax income.
Telstra's dividend is expected to be up $516 million, interest on term deposits should
reap an extra $326 million, and higher petroleum royalties should be $242 million better.
The strong growth in imports should lift custom duty income by $378 million, while
the stronger dollar should cut foreign currency exchanges - particularly for the Defence
Department - by $135 million.
Net debt is expected to fall to $19.7 billion from a Budget forecast $24.7 billion.
Policy decisions announced during the election will cost $854 million this financial
year, $1.8 billion next year, and $2.2 billion in 2006-07 and 2007-08.
